Other alternative to Norton Commander:
Volkov Commander - written in assembly - extremely small & fast.
Dos Navigator - everything AND the kitchen sink - fully, maybe over-featured file manager.

I remember using NDOS ( Norton-rebranded version of 4DOS ) replacement for COMMAND.COM - it allowed for some very nice menu systems.

USB Stick ? That's a lot of work :) Now about directly from the network ? https://www.retrotronics.org/home-page/netpi-ide/ A USB stick is logically presented to the host as a SCSI device - so with the correct glue and a BIOS extension in place, it's do-able. And it already exists as a 8-Bit ISA Car...
